What is a CDS Dealer’s License?

A Controlled Drugs and Substances (CDS) Dealer’s License is a license granted by Health Canada allowing applicants to legally engage in otherwise-prohibited activities, such as production and sale, of controlled psychedelic substances like psilocybin, MDMA, LSD, and DMT.

The CDS Dealer’s License only permits sale of psychedelic substances for purposes authorized by law. Such purposes include clinical and scientific research, and medical use where granted via the Special Access Program. The license does not grant holders the right to engage in retail sale of psychedelic substances, which, except in the case of cannabis, is prohibited by Canadian law at this time.

Parties engaging in public retail sale of psilocybin or other psychedelics in Canada are doing so in contravention of applicable law and without a CDS Dealer’s License.

Requirements

Those completing applications must include, without limitation, the following information:

  • What substances will the applicant be engaging with?

  • What activities will the applicant perform?

  • What security will be provided to safeguard the substances?

  • Who will be responsible for overseeing activities?

An application fee will also be payable.

A license is required for each physical location where applicable activities will be conducted.
